Emergency Solutions Grant Program (ESG)

The Emergency Solutions Grant (ESG) program is authorized by subtitle B of title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 113711378). The program makes grants for rehabilitation or conversion of buildings for use as emergency shelter for the homeless, for the payment of certain expenses related to operating emergency shelters, for essential services related to emergency shelters, street outreach for the homeless, homeless prevention, and rapid re-housing assistance.

Funding Cycle

The following is a typical timeline that the City of Bridgeport follows to access HUD funds:

1. December – NOFA released by HUD
   
2. January - Applications open for subrecipients through online portal ZoomGrants
   
3. January - Technical Assistance Workshops for subrecipients
   
4. February - Applications due
   
5. March - Public Hearings: Citizen’s Union, City Council
   
6. April – City Council Approval
   
7. May - Annual Action Plan submittal to HUD, identifying subrecipient allocations
   
8. June – HUD approval of Annual Action Plan
   
9. July-August – City and Subrecipient Contracts executed
   
10. August-June – Subrecipient reimbursements processed to distribute funds
