The Emergency Solutions Grant (ESG) program is authorized by subtitle B of title IV of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 113711378). The program makes grants for rehabilitation or conversion of buildings for use as emergency shelter for the homeless, for the payment of certain expenses related to operating emergency shelters, for essential services related to emergency shelters, street outreach for the homeless, homeless prevention, and rapid re-housing assistance.
Funding Cycle
The following is a typical timeline that the City of Bridgeport follows to access HUD funds:
- December – NOFA released by HUD
- January - Applications open for subrecipients through online portal ZoomGrants
- January - Technical Assistance Workshops for subrecipients
- February - Applications due
- March - Public Hearings: Citizen’s Union, City Council
- April – City Council Approval
- May - Annual Action Plan submittal to HUD, identifying subrecipient allocations
- June – HUD approval of Annual Action Plan
- July-August – City and Subrecipient Contracts executed
- August-June – Subrecipient reimbursements processed to distribute funds
